The new plates are only for shield or speed tankers to give a bit more edge to their overall e-HP. Worthless to armor or hybrid tankers. However you tank your logi, there you go.

You'll never hit 100%, certainly not stacking active hardeners. They have an active stacking penalty on their output. You'll have to stack Energized plating (passive module which also has a stacking penalty) and hardeners, but without a base armor...
